In the last four decades the national development praxes have been characterized by two structural weaknesses that require fundamental thinking and process to change. BOTH WEAKNESSES LIE ON DEFINING THE DEVELOPMENT IN THE INDONESIAN CONTEXT AND ON EXERCISING THE DEVELOPMENT PROCESS.
The development has been focusing on pursuing economic growth while sacrificing directly or indirectly the pure meaning of progress. This reduced meaning has in turn brought about myopic and partial development policies so that structural problems have spread to rural areas and economic sectors that
are considered to provide less significant contribution on the economic growth although the social political functions are very fundamental in the nation and state living.
One of the strategic steps to respond to such a situation is by establishing a research institute that assembles ideas, commitment, and accumulates knowledge and experience in an active interaction corridor with the community, government, academics, and private agents both in national and international levels.
